The April 2025 Muslim Impact Forum served as the stage for the unveiling of the Syria SMART Development Fund. Unlike traditional aid responses, this ambitious initiative aims not only to rebuild Syria but to reimagine it as a leader in regional innovation, sustainability, and inclusive governance.
Vision and Mission
Hosted by Mercy Mission UK, the Fund is designed to foster SMART communities – sustainable, technology-driven towns that integrate smart infrastructure, renewable energy, digital economies, and modern governance systems. The mission is clear: to transition Syria from dependency on aid towards long-term, resilient development.
As Azim Kidwai, CEO of Mercy Mission, outlined during the Forum, the goal is “not just to rebuild what was lost, but to build a new nation – a jewel of the Levant – that reflects resilience, innovation, and inclusive growth.”
Structure and Objectives
The Fund is domiciled in the UK and governed by a collective partnership model, bringing together NGOs, development finance leaders, and private sector stakeholders to ensure transparency and accountability.
Its objectives include:
- Leveraging AI, blockchain, and digital infrastructure to create resilient communities.
- Promoting renewable energy and environmentally sustainable urban planning.
- Establishing schools, vocational centres, and digital literacy programmes to prepare Syrians for the 21st century.
- Introducing smart governance tools to enhance transparency and civic participation.
- Protecting Syria’s cultural heritage while fostering inclusive and harmonious communities.
- Building modern healthcare systems, including telemedicine, to ensure equitable access.
Implementation Strategy
The first step will be the creation of a pilot SMART town, serving as a blueprint for replication across Syria and other post-conflict contexts. The model will combine impact investment, blended finance instruments, crowdfunding, diaspora engagement, and public-private partnerships to attract global business and investor confidence.
Strategic Partnerships
The Fund is actively building alliances with international development agencies, sovereign wealth funds, technology firms, and academic institutions. These partnerships are intended to integrate innovation with scalable development solutions, positioning Syria as a hub for progressive, inclusive growth.
Beyond Aid: A Collaborative Future
The launch of the Syria SMART Development Fund signals a paradigm shift. It is a move away from short-term humanitarian assistance towards nation-building rooted in technology, sustainability, and human potential. By focusing on self-sufficiency, innovation, and global collaboration, it seeks to establish Syria not as a site of perpetual crisis but as a model for transformation in post-conflict development.
